    National Informatics Centre (NIC) was established in 1976. It is an attached office under Ministry of Electronics and Information Technology (MeitY), Government of India and having it’s HQ in New Delhi. NIC has rich experience in providing ICT and eGovernance support to the Government for the last 4 decades and bridge the digital divide. It has emerged as a promoter of digital opportunities for sustainable development. NIC spearheaded “Informatics-Led-Development” by implementing ICT applications in social and public administration and facilitates electronic delivery of services to the government (G2G), business (G2B), citizen (G2C) and government employee (G2E). NIC, through its ICT Network, “NICNET”, has institutional linkages with all the Ministries /Departments of the Central Government, all State Governments/Union Territories, and about all District Administrations of India.

    NIC has been closely associated with the Government in different aspects of Governance besides establishing a Nationwide State-of-the-Art ICT Infrastructure, it has also built a large number of digital solutions to support the government at various levels, making the last-mile delivery of government services to the citizens a reality.

    National Informatics Centre (NIC) is a premiere S&T organization of the Government of India in the field of Informatics Services and Information Technology (IT) applications and has been instrumental in steering Information and Communication Technology (ICT) applications in Government Departments at Central, State and Districts in government services, wider transparency in government functions, and improvement in decentralized planning and management.

    To facilitate this, NIC has established a nationwide ICT Network-NICNET-with gateway nodes in Central Government Departments, 35 State/UT Secretariats, and in almost all district Collectorates, for IT services. The Government has designated the nation-wide Computer-Communication Network, NICNET, as the Government Network. The Organizational set up of NIC encompasses its Headquarters at New Delhi, State Units in all State capitals and Union Territory Headquarters and District centres in almost all the Districts of India.The Organization employs a large pool of efficient technical manpower.

    The NIC, West Bengal State Centre (NIC-WBSC) is located at Vidyut Bhavan, Salt Lake, Kolkata with other nodal centres at Nabanna (State Secretariat), New Secretariat Building, Rawdon Street and Nizam Palace (MiniDC, iNOC). The NIC, West Bengal State Centre has been actively involved with the promotion and penetration of Informatics Culture towards e-governance exclusively to the Government at the State and District administrations. New initiatives, as per enthusiasm of the Government of West Bengal towards electronics governance have been taken up.

    NIC-WBSC has been actively involved in promotion and penetration of Information Technology towards E-Governance at the State and District Administration levels in line with the national mandate of NIC. During the last two decades, the NIC has developed and implemented several Information systems and Information and Communications Technology(ICT) applications covering a host of important Departments of the State and Central Government. The Information systems developed and implemented during late eighties and early nineties of the last century have evolved into ICT applications during late nineties with the advancement in and availability of technology. Citizen centric applications, service delivery systems and E-Governance applications being the present demand of the user community and so also of the administration, NIC-WBSC has gone ahead with development of citizen centric and service oriented systems. The result of this effort is demonstrated by a number of systems that are in operation in various Departments.

    NIC-WBSC has proactively associated itself in the Mission Mode Projects(MMP) National e-Governance Plan (NeGP) of the Government of India for their implementation in the Government of West Bengal. The State Government has selected 15 Departments for the NeGP implementation and created as many Project e-Governance Mission Teams(PeMT). It is also decided by a high level committee of the State Government that ICT consultants shall be engaged to carry out the tasks of study, analysis, development, implementation and post-implementation support on a mission mode basis. While NIC-WBSC is nominated as a technical member in all the PeMTs to assess, evaluate and monitor the progress of NeGP implementation, NIC-WBSC is chosen as an ICT consultant for seven of the Departments.

    Although NIC-WBSC has extended support in almost all the important Departments of the State Government, a lot more remains to be done. What has been done so far is picking up selected important services of a Department for e-delivery of them and a good degree of success is achieved. The target is now to introduce E-Governance in true sense keeping all the aspects of service models G2C, G2G, G2E, G2B and the interoperability framework in view. After all an integrated web based software to e-deliver all the mandated departmental services including payment gateway (wherever applicable), RTI compliance, complaint redressal etc. should be there in place

    Description:
    1. Prisoner Management System (PMS) module of ePrison has been implemented in West Bengal in all 58 Correctional Homes. Pilot implementation was started in the year 2015 with only one module of ePrison i.e. Prisoner Management System (PMS). Later pilot implementation of another two module i.e. Visitor Management System (VMS) and Hospital Management System (HMS) has been done in the year 2016 and 2017. Total 5,56,726 number of prisoner data has been captured through ePrison till date including their biometric details like finger print. Out of this total 5,56,726 prisoners, presently 24,774 (Male : 23,284, Female : 1490) number of prisoner are inside correctional homes of West Bengal. Online registration of visitors is also implemented in five CH and total visitor visited using VMS are 1,08,858.
    2. Increase the transparency in system and foster the process of precise implementation of rules and laws
    3. Introduction of comprehensive record maintenance for all the prisoners activities such as bail, escape, fine payment, incident punishment, prisoner income, court appeal, court production, remission, remand, wages, work allocation, release and transfer etc.
    4. Quick availability of Dashboards/Statistical reports/ MIS reports for key project stakeholders with information such as Probable Date of Release (PDR), Prison occupancy, Prisoner availing Parole/Furlough etc.
    5. Availability of Data Trend analysis for efficient and accurate decision making by the key stakeholders e.g. Prison Population Trends, Prisoner Sentence/Crime trends, Prisoner Recidivism analysis, Prison Healthcare spending trends, Prison correctional program status etc.
    6. Increase the accuracy in all key functional and operational areas of Prisons e.g. Automatic PDR calculation thus ensuring no delays in the release of prisoners, Under-Trial detention alarm facility to minimize under-trial over-stay thereby addressing the overcrowding issue as prevalent in Indian prisons etc.
    7. Optimal management of the prisoners by the prison authorities while maintaining and maximizing the existing security standards within prison facilities
    8. Effective communication with various Law Enforcement and other external agencies like CID, State Police Departments etc. to access real time information on West Bengal Prisons and prisoners
    9. Provide for the personal well-being within the framework of the rule of law, constitutional provisions as well as basic human rights which shall all be monitored. For instance, the parole and furlough management system shall keep a complete history of all approved and rejected

    Project Name: e-Mulakat

    Description:
    1.At present it is a practice to visit physically to Correctional Home by relatives to meet inmates at Correctional Homes by taking prior appointment of Correctional Homes authority. It is very difficult for aged and sick relatives of inmates to travel to Correctional Homes physically. In case of relatives who reside at far places of India and abroad, it is almost impossible to regularly interact with inmate. e-Mulakat is Video Conferencing based Interview System for Prisoners with their relatives.

    2.The Video Conferencing (VC) sessions with inmates can be booked online ( 24X7 basis) through portal.

    3.No need to visit physically to the Correctional Home, interaction can be done with inmates through
    Video Conferencing (VC).

    4.Relatives staying abroad or residing at far places of India can interact with inmates through Video Conference (VC).

    5.Video Conferencing can be held through Smart Phone also.
    6.MIS (Management Informatics Systems) of relatives who are doing Video Conference (VC) with inmates can be maintained digitally.

    It is online end to end solution. No need to visit office, No need for physical document upload for identification.
    Instant Online Verification of User Identity:
    1. Users PAN is instantly verified from Income tax department and hence the person can apply for
    enrolment/registration only when his name matches with the PAN.
    2. Mobile number of the user is verified through OTP
    3. Email ID is verified through verification link sent in the mail id
    No intervention of PT officers for approval of application and generation of De-MAT Certificates if PAN verification is successful
    All user activity through his online account. After successful submission of application, user signs up with his application number, PAN and mobile to create his online account.
    Any third party can easily verify the details against any Enrolment/Registration number, check whether he has done payment of tax for the past 3 years, return filed or not and finally download the Profession Tax Payment Certificate.

    ePension project is an initiative of the Directorate of Pension, Provident fund and Group Insurance(DPPG), Finance Department, Govt. of West Bengal to extend the benefit of e-governance to the pensioners of recognized Non Govt. aided educational institutions(Primary & Secondary Schools). EPension is an end-to-end work flow based e-Governance solution for complete Pension process where Pension Application, Service Profiling, Auditing, Pension Calculation, ePPO generation upto electronic transmission for disbursement through Treasury System is covered. The System has flexibility and provision to extend it to other types of Pensioners e.g. Panchayat and Municipalities and other State Govt. recognized/sponsored organizations. Lack of efficient communication mechanism between the State Advocates and the Government Departments often creates a hindrance in speedy disposal of the cases by the Courts.
    The project aims-
    1. To digitize petitions and other case records.
    2. To provide information regarding the institution of new cases to the respective Government Departments.
    3. To provide information regarding the appointment of the State Advocates and other updates in the matter.
    4. To bridge the communication gap between the Government Departments as well as the State Advocates.
    5. To keep the Government Departments constantly updated with the status of all court matters on real time basis.
    Intended benefits:
    1. Availability of petitions over the web for easy accessibility.
    2. Do away with the communication gap by use of modern ICT tools so that the Government Departments do not lose the cases in Court due to lack of information.
    3. Getting updates about the appointment of State Advocates for each case.
    Present status:
    1. An infrastructure has been set up at SARTHAC office for receiving petitions on behalf of (a) the Government Pleader (GP), High Court at Calcutta and (b) the Legal Remembrancer (LR), West Bengal.
    2. All cases addressed to the GP or LR are being received through the SARTHAC application.
    3. Every State Respondent in these cases (on an average 5 State Respondents per case) has got SMS and email alerts regarding the filling and State Advocate Appointment of the case through the system.
    4. State Advocates are appointed electronically and they get intimation through SMS and email alerts.
    5. State Respondents also get physical letters generated from the SARTHAC application.
    6. Franking Machine has been introduced so that the letters generated from the SARTHAC application could be franked with due postage in no time, before they are dispatched.
    7. Login to all stake-holders (Nodal Officers of State Departments, State Respondents and State Advocates) is being given for tracking status and details of cases related to them.
